County Stepping-Up Its Commitment to Transparency, Board Supports Fletcher & Anderson Policy

The San Diego County Board of Supervisors today voted 5-0 to support improving its transparency practices to make County information more accessible to the community. The policy was introduced by Chair Nathan Fletcher and Supervisor Joel Anderson and today they each released a statement in response to the Board’s vote in favor of their policy.  

“Our government is better when more people are aware of what is happening and have the ability to participate in our democracy,” said Chair Fletcher. “Transparency is foundational to good government. This new policy will play an important role in shaping the future of our County.”

“I promised in my campaign that my first initiative as Supervisor would be to bring more transparency to County government. An intense light of transparency is the best way to ensure that the public interest is being served’” said Anderson. “I am grateful to my colleagues for establishing this Transparency Committee and I look forward to working with Vice Chair Vargas to develop recommendations to enhance accessibility and open government.”

The policy to increase access and transparency will: 

  • Establish an Advisory Committee of Supervisor Joel Anderson and Vice Chair Nora Vargas to review, assess, conduct stakeholder outreach and recommend modifications to enhance transparency, accessibility, and open government within the County of San Diego's operations, public engagement processes, and website offerings, including but not limited to:
    • Public Records Act portal 
    • Accessing archived public records
    • Email retention policy
    • Board and stakeholder engagement, including but not limited to: 
      • Annual County budget 
      • Meetings of the Board of Supervisors, and other public meetings such as County Boards and Commissions
  • The Chief Administrative Officer will also provide staffing to support the committee

Chair Fletcher during his first two-years in office took steps to increase transparency with policies for evening budget hearings and evening/ public forums for Transparent Review of Unjust Transfers and Holds (TRUTH Act), along with expanded voter access during elections. The passed policy aligns with Chair Fletcher’s Framework for the Future of San Diego County. The Framework prioritizes communities and populations in San Diego that have been historically left behind. Through this Framework, Chair Fletcher is fighting for: racial justice, health equity, economic opportunity, environmental protection, government transparency, and fundamental changes to county operations.
